Data presented in this paper were based on average test scores of 69 economies on the Programme for International Student Assessment or Trends in International Mathematics and Science Study. The authors found that only six indicators matter to improved learning outcomes: gross enrolment in secondary school; targeted public information that reveals student gaps; strategic budgeting that provides programs for at-risk students; teacher quality; information collection that enables timely, data-driven decision-making; and curriculum content that is matched to student skills.
