Development Strategies for Poverty Alleviation

Whereas in the 1970s, there may have been grounds for cautious optimism with respect to poverty alleviation, welfare and redistributive policies were severely battered by macroeconomic conditions in the first half of the 1980s. In many, perhaps the majority of less-developed countries, modest gains in improving income distribution or containing poverty slipped away, and there is little evidence that the ground has been retrieved over the past four years.
Although the war on poverty will undoubtedly continue to be foughtin the decades ahead, a number of efforts over the past four decades haveproduced a few successes and have yielded a Wealth of insights. We nowhave a much better understandirtg of the characteristics of poverty-thepoverty profile-and we have begun to comprehend the factors that in-fluence poverty alleviation and improve income distribution. The purposeof this article is to offer a brief overview of where the developing worldstands today in terms of poverty and what efforts need to be made in orderto reduce if not eliminate the incidence of poverty. This article firstsketches some of the salient characteristics of poverty, drawing on detailedstudies for a number of East Asian and Latin American countries. It thenidentifies those variables that have been most effective in lowering theincidence of poverty. Finally, it describes in rather greater detail how onecountry, the People's Republic of China, has been able to curtail povertyand the nature of the problems it still faces, problems that many otherdeveloping countries also confront.
