Digital monitoring technology and air quality: evidence from the People’s Republic of China
The authors looked at government procurement contracts for environmental monitoring for the years 2014–2019 and found a sizeable reduction in city PM2.5 levels following the adoption of digital monitoring technology. They found that regulatory enforcement improved and more heavily polluting firms exited, and that more accurate pollutant identification enhanced green innovation. They note that the effectiveness of the monitoring depends on the extent of information disclosure and public participation.
