The Joint Economic Committee has long been a valuable conduit for interjecting a greater degree of economic analysis into Congressional and executive branch deliberations on international economic issues. It is difficult to judge just how influential the Joint Economic Committee has been, but there can be little question that its reports and hearings have made a positive contribution toward raising the abysmally low average level of economic literacy in Washington. The quality of analysis presented by the Committee is at times uneven, but the frequency of sloppy thinking or presentation is quite low in comparison with most government reports. One of the most impressive contributions made by the ZEC was its raising of questions about the need for greater exchange-rate flexibility over a decade ago, at a time when most officials in the executive branch were adamantly opposed to any thought of reform of the exchange-rate system.
