The subject of this paper is the forty-eighth Annual Report which was published by the Bank for International Settlements (BIS) in June 1978. This report combines a detailed description and evaluation of the world’s most recent economic developments with a number of (mostly very cautiously stated) economic policy recommendations for various governments around the world, especially those of the main industrial countries. As the major publication of an influential international institution, it represents an important document which must be taken seriously by makers as well as by observers of economic policy. The object of the following pages is a critical examination of the theoretical concepts behind the BIS view of the world economy, and of the policy recommendations flowing from this view.
As is to be expected of an international organization such as the BIS, it does express itself very cautiously and judiciously on most issues, attempting to give as balanced a view as possible, and catering 3 bit to almost anyone’s tastes. The result of this is that to almost every position and argument which is presented, somewhere in the Report a counterposition or -argument, or at least some qualifying remarks, can be found. Nevertheless, not all positions and arguments are advanced with equal degrees of emphasis, so that the reader comes away with a fairly clear understanding of what the BIS considers the ‘proper’ way to look at, and deal with, the world economy’s problems.
