Empowering people : a governance analysis of electricity

The authors would like to thank colleagues
from each of our organizations who assisted in
various ways with writing and producing this
paper. Crescencia Maurer was an essential member of
the group that drafted the research toolkit on which
this report is based. Several WRI colleagues provided
