Economic growth is a determinant for develop country. Government has a key role to reach economic growth trough Gross Domestic Product, especially from government expenditure and export. Government Expenditure by the ministry and public institutions is expected to stimulate economic growth by build infrastructures and public services and other economics activities. Nevertheless, globalization makes international trade have more contribution for the economy. For Indonesia, after the export promotions policy in 1980, international trade more focuses to drive the export. High demand from the world drive the government to do the government budget reform by implementing the Government Budget Law which affect ministry and public institution?s budget in order to make the budget more accountable, transparent and professional.
