This thesis explains the result of a research in designing a performance measurement system in the public-sector organization, which is in a form of a city government, Pemerintah Kota (Pemkot) Depok. Pemkot Depok needs a performance measurement system which is strategic and able to translate the vision, mission, and strategy into action. Thus, balanced scorecard could be an appropriate recommendation. This research has used a study-case method and produced four perspectives in the balanced scorecard, those are society, internal process, learning and growth, and financial.
