Analisis ketepatan sasaran penerima manfaat program keluarga harapan berdasarkan karakteristik perumahan dan demografis rumah tangga

This thesis is about the appropriateness of targeting the Hopeful Family Program, better known as Program Keluarga Harapan (PKH). This is a Government program aimed at providing social assistance to very poor households in order to improve the human resource quality of mothers and children. Eligibility is based on the definition of very poor households used by the Indonesian National Statistics Board (Badan Pusat Statistik). This study examines the phenomena of exclusivity and inclusivity when poverty is measured according to a wealth index developed by Filmer and Pritchett (2001). Whereas exclusivity refers to households which are eligible for but are not beneficiaries of the program while inclusivity refers to those households which should not be eligible but nevertheless receive program benefits. In addition, the study further assesses relevant demographic and social characteristics of households excluded and included in the program. This is a quantitative study that relies on data compiled for the Social Protection Program in 2011 and it shows that program targeting has not been fully effective.Ada tabel
