Studi ketepatan sasaran program jaminan kesehatan masyarakat tahun 2012
This thesis studies appropriateness of targeting of Community Health Insurance Program in 2012, better known as Program Jaminan Kesehatan Masyarakat (Jamkesmas). Jamkesmas is a Government program aimed to provide social assistance to poor households in order to improve the human resource quality especially about health. Eligibility is based on the definition of poor households used by the Indonesian National Statistics Board (Badan Pusat Statistik). This study examines the phenomena of under coverage and leakage. Whereas under coverage refers to households which are eligible for but are not beneficiaries of the program while leakage refers to those households which should not be eligible but nevertheless receive program benefits. In addition, this study describe about characteristics that explain why households are excluded and included in the program. This study was qualitative analysis that relies on data compiled from Susenas in 2012 and concludes that the program targeting has not been fully effective.Ada tabel
