Deconcentration and asistance task is one of the most important principles in managing relationship between central and its territories. Along with fiscal decentralization funds, deconcentration tries to help nation resolving welfare issues. This study wanted to see the influence of education and health funds on regional government budgets, deconcentration and assistance task of welfare. By using HDI, school duration average, and live expectancy as indicator. the result of this study show that just regional government budget have an influence to welfare, education and health. Deconcentration & assistance task do not have an influence..
