Tinjauan atas regulasi penanaman modal guna meningkatkan ketertarikan investasi infrastruktur strategis di Indonesia
The availability of adequate infrastructure is the main factor to encourage the sustainable economic growth and the justice. Bappenas, the Ministry of National Development Planning, estimated the need for funds to reach infrastructure development targets in National Medium Term Development Plan (RPJMN) 2015-2019 is IDR 4.796,2 trillions. However, this data not supported with the amount of infrastructure investment that is proven to be still low. It caused by the length of time to obtain the investment license, length of bureaucracy to be passed by investor, and many investment regulations that not aligned. To guarantee the legal certainty for investor, deregulation and debureaucratization are the effort that need to be implemented by government by simplifying the investment regulations. This study used causal comparative method with a qualitative approach. We analyze some literature and investment regulation that not aligned between those made by central goverment and local goverment and also had been cancelled by Ministry of Home Affairs (Kemendagri). Then, author compare between the achievement of investment and the achievement of economic growth in that region. The result is region with the highest regulation that had been canceled has the lowest investment level with the result that the economic growth in that region not optimal.
