Dampak Belanja Kesehatan Pemerintah Daerah dan Tata Kelola Pemerintahan Terhadap Status Gizi Balita di Indonesia
Despite the fact that health is one of the essential aspects of human development, the health outcome achieved by the Government of Indonesia in terms of wasting, stunting, and underweight as indicators of undernutrition remain well below the World Health Organization standards (WHO, 1995). This study aims to investigate empirically the effect of local government health spending and good governance on the prevalence of under-five malnutrition, as well as the role of good governance as a moderating variable in determining the effectiveness of local government health spending. This study uses the Ordinary Least Square (OLS) method to analyze panel data from each district/city government in Indonesia in 2013 and 2018. The results show that local government health spending and good governance have a significant effect in reducing stunting, underweight, and wasting prevalence. This study also found that regions with poor governance can reduce the number of underfive malnutrition cases by simply increasing the health budget. However, the lower the region's degree of good governance will lead to the ineffectiveness of budget expenditure made by the region, so that the high budget has no influence on reducing underweight and wasting, and it is incapable of reducing stunting cases.
