Pengaruh Program Keluarga Harapan (PKH) sebagai Bantuan Tunai Bersyarat terhadap Kelahiran Anak di Indonesia
One of the objectives of the Indonesian Ministry of Social Affairs in implementing PKH in 2020 is to maximize the synergy between the Family Hope Program (PKH) and the Family Planning Program (KB). This study examines the effects of PKH on birth in Indonesia, taking into account both participation status and the amount of PKH assistance, using data from the Health and Education Service Survey (SPKP) 2007 and 2013. According to this study’s findings, PKH participation status did not significantly affect the number of births and a woman’s probability of deciding to have children. In addition, this study found that 32.32% of the total sample of PKH recipients had not used contraception. PKH recipients are required to follow the family planning program. This shows that there is a moral hazard so the synergy between the family planning program and PKH has not been realized. The study also found that an increase in PKH assistance significantly affected the number of births and a woman’s probability of deciding to have children. Furthermore, when a simulation was carried out using the amount of PKH assistance in 2019 and 2020, the increase in the number of net PKH assistance significantly affected births in Indonesia. In contrast to the amount of PKH aid in 2012, the effect is less significant. This is because component support will be limited in 2019 and 2020. However, this study has not been able to see the impact of PKH on birth for women under 16 years of age. In fact, according to Susenas in 2013, there were still many women in Indonesia who married under the age of 16, which was 4.78% (BPS, 2017).
