Surabaya metropolitan area is experiencing suburbanization when the population growth in Surabaya’s suburb is larger than in the city of Surabaya itself. By using instrumental variable method, this study examines whether the expansion of highway network in Surabaya metropolitan area during 2005-2020 period will encourage suburbanization and change in the urban structure of that area by using population data (population census and final population registration) from 2010 and 2020. The result shows the increase of population density in the center of suburban area and decrease of population density in Surabaya and other suburban area as the result from the nearest highway access improvement..Ada Tabel
