Study on the impact of decentralization policy on the quality of local public services in the education sector (case study: West Java province, Indonesia)

Theoretically, the main reason driving the replacement of centralized system with decentralization is the failure of central governments in delivering public services to local citizens. Here, decentralization is believed to be able to deliver a better local public services as local governments, who play the main role in decentralization, are assumed to have better knowledge about the needs and the preferences of local citizens. The education sector, as a basic public function has experienced a fundamental change due to the implementation of decentralization policy in Indonesia. After about 10 years of the implementation of decentralization policy, it is important to make an evaluation upon its impact on the quality of local public services in the education sector. Though theoretically the quality of education should be better when decentralization policy is implemented, this kind of hypothesis should be tested for truth. The ratio of student to teacher defined in this study is viewed as a proxy that explains the quality of public services in the education sector. By employing dataset of districts and municipalities in West Java Province, Indonesia, this study found that decentralization policy has significantly effects on the quality of education, particularly for elementary and junior high school through expenditure channel. This means that decentralization makes local governments more responsiveness to local needs by increasing budget allocated for the education sector, and this has been significantly effect on increasing the quality of education for primary and lower secondary education. .9 September 2011
