This study explores the effects of reserve regulation on performance in the Indonesian retail banking to determine who should bear the implicit reserve tax burden. It is argued that the effect of reserve requirement on performance depends on the extent of firm's strategic choice of access to core deposits. Using data for 43 retail banks in Indonesia, the empirical findings suggest that retail banks appear to fully pass-through the implicit reserve tax burden to customers and banks' strategic choice of access to core deposit appears to be valuable and allows them to make a cross-subsidy facing reserve tax burden..24 Juli 2009
