Understanding regulation : theory, strategy, and practice

Since the first edition of Understanding Regulation was published in 1999, the practice and study of regulation has changed dramatically. Politically, there have been shifts from emphases on deregulation to ?better regulation? and back again. There have been calls for lowerings of regulatory burdens on businesses and for increasing resort to ?lighter-touch? regulatory systems and regimes that delegate controls to businesses. These calls fell silent after the start of the credit crisis of 2007?9, but they can be expected to re-emerge in coming years. The legacy of such movements and political fashions has, however, been a developed interest in non-traditional strategies of regulation?in methods of influence that constitute alternatives to ?command and control?. Newly popular devices?such as ?nudging??have found their way on to politicians? agendas and there have been redoubled concerns to debate such issues as the legitimacy of different regulatory systems and approaches. Regulatory studies and theories have also progressed significantly over the past dozen years. Regulation has become the subject of discrete courses and degree programmes around the world and new journals have emerged to deal with the subject. Most disciplines now provide numbers of scholars who see regulation as a primary area of research and teaching. As a result, a host of new theories and perspectives have been brought to bear on regulation and have enriched understandings. This edition seeks to come to grips with all of the newer developments referred to. In doing so, it continues the broad approach of the first edition and sees regulation as a subject that is best understood from a multidisciplinary perspective. The addition of Martin Lodge, a political scientist, as co-author is a happy furthering of this position.
