The centralization of economic agglomeration in Indonesia makes development disparities between regions in Indonesia quite high, as a result, the dependence of local governments on the central government is increasing. The dependence on local government can be seen in the phenomenon of the flypaper effect. This study aims to analyze the effect of Special Economic Zones (SEZ) as a form of economic agglomeration equity on Local Own-source Revenue (LOSR) and to analyze the influence of LOSR and General Allocation Funds (GAF) on regional spending behavior. Using panel data analysis at municipalities in Indonesia that have SEZs during 2012-2021, it is found that LOSR and GAF significantly have a positive effect on regional spending and there is still a flypaper effect phenomenon in regional spending behavior even though with the SEZ there has been an increase on LOSRs.
