The Impact of Executive Term Limits on Public Dept (Evidence from East Asia and Pacific Countries)

This paper analyzes the impact of executive term limits on debt in East Asia and Pacific EAP) countries. This study uses a database covering 28 countries in EAP from 1990 to 2020. Executive term limits are measured by constitutional terms using the Database of Political Institutions (DP). This variable is potentially endogenous because executive term limits are likely correlated with unobservable variables. To solve this problem, I use executive election selection as the instrumental variable to analyze the impact of executive term limits on debt. The result provides evidence that implementing executive term limits can reduce government debt. This study also finds the heterogeneous impact based on the group of economic income (emerging and developing countries), type of government (presidential and parliamentary countries), and also between regions (East Asia and Asia Pacific).
