Based on Ministry of Energy and Mineral Resources (2017), Indonesia is one of the countries that have the largest bauxite reserves in the world, the number reaches 2.4 billion tons with reserves reaching 422 years. Bauxite whics is processed into alumina is the basic material for making aluminium metal required by the downstream industry. A large amount of bauxite reserves owned does not correlate with meeting the needs of domestic aluminium metal. Currently, the import of aluminium metal reaches 600 thousand tons per year. This research aims to determine the causes of imports by analyzing the upstream and downstream sides of the existing aluminium industrial chain. In the research, both secondary and primary data were collected through literature studies, field surveys, discussions with experts, and Focus Group Discussions. Research shows that aluminium imports will continue both in the short and long term. This is due to the upstream supply, especially in aluminium smelters, which cannot keep up with the increasing demand. Even though the market oppurtinity, especially in the automotive, construction, and power cable segments is very large and continues to grow, if there is not enough supply, the deficit will continue the occur. It takes encouragement from the goverment's political will to provide ease of electricity sources, increase production capacity and technology, change the mindset from relying on trader solely towards the mindset of the industrialist.
